The new headquarters for the Department of Land Management, located at the extreme south end of the city, constitutes a new gateway for the capital. The project acts simultaneously as a campus (multiple elements) and a megastructural building (one element), echoing the structural organization of the administration. The project creates a reversed landscape in which gardens are placed under the platform of the plaza, sinuously wrapping around the public elements of the program (restaurant, museum, conference center).
